Pinellas County fines roofing company for unlicensed advertising, license fraud

TAMPA, Fla. (WFLA) — The owner and manager of a roofing company that was the focus of a Better Call Behnken investigation a year ago are once again under scrutiny.

The two have moved on to a new company, Florida Roof Boss, and the Pinellas County Construction Licensing Board has fined the company in connection with fraud allegations.

The latest developments stem from events that began in July 2025. Amid two law enforcement investigations, Nick Jackson, then the owner of Platinum Roofing, repaid two customers highlighted in a Better Call Behnken investigation. The customers had paid a combined $18,000 toward new roofs but received no work in return. At the time the refunds were issued, Jackson closed the Brandon-based company.

Last month, an Instagram post provided by the Pinellas County Licensing Board showed Jackson and Kristin Windsor as the owners of a new company, Florida Roof Boss. Jackson was listed as president, while Windsor, the former manager of Platinum Roofing, was listed as vice president of operations. The advertisement described the company as “local, family run and committed to excellence.”

The advertisement also displayed a contractor’s license number.

However, the licensing board found what investigators described as a significant problem. According to investigators, neither Jackson nor Windsor is a licensed contractor. Investigators said they determined the business was “pulling license numbers from legitimate contractors and pasting them onto its own website and social media pages without permission.”

One of the contractors whose license information was allegedly used is David Coffey, a general contractor for a similarly named company called Roof Boss. Coffey said he does not know Jackson or Windsor.

“I’m pretty upset,” Coffey said. “We do a lot. And I feel like the other contractors are probably going to be upset, too. We do a lot, in order to maintain our license to get our license active, we carry insurance, worker’s comp, keeping all of our people happy, keeping our customers happy, number one. So I feel like, you know, when a guy goes out and doesn’t have a license, he’s going to tarnish your name, tarnish your reputation. And that’s a lot at stake.”

Coffey said Jackson and Windsor never asked for permission to use his license information and that he never granted it.

Asked whether he told them to stop, Coffey responded, “Yes I did.”

In a statement, a county spokesman said: “On June 4, 2026, the Pinellas County Construction Licensing Board issued multiple citations totaling $6,500 to Kristin Windsor, doing business as Florida Roof Boss, for unlicensed advertising and license fraud.”

The spokesman said the citations were issued in Windsor’s name because public records for the company are in her name.

Consumer Investigator Shannon Behnken left a message seeking comment from Windsor, but she has not called back.

Attempts to reach Jackson were unsuccessful because the phone number available for him has been disconnected.

A second contractor whose license number appeared in the advertisements said he does not know either Jackson or Windsor and is not involved with their company.

According to the county spokesman, the county also issued a legal cease-and-desist order requiring the business to stop advertising immediately.

The spokesman said the matter remains an active enforcement case that includes citations for violating state statutes and county ordinances.

As for permits, the county said it is not aware of any permits that have been pulled by the company.
